You must also have whalebone available, which is all over the place and you can get also from breaking down corrupt or black bonecharms - though you do NOT get those traits available. Having a 4x powerful Strong Arms for instance = absolutely instant chokeholds. You must have the Crafting power upgraded if you want to create them with either more than 2 aspects, or for the ability to create ones with multiple USES of the same ability - which I highly recommend doing. You then will be able to use that specific effect to create a new charm with multiple pieces. You have to first go to your bonecharms and select the one with the trait you would like to reproduce, and break it down (that's a command you'll find once you own the crafting power). With the ability to craft at level 1 you can make a charm that has two traits.
